Rules of the Raffle

The Knights of Columbus Fr. John J. Walsh Council 7052 is conducting a Queen of Hearts raffle with net proceeds to support our council activities. The following rules govern the raffle, ensuring compliance with Florida law.

1. How to Participate
  • Eligibility: Open to all individuals 18 years or older, including the general public and Knights of Columbus members.
  • Ticket Purchase Options: Tickets are available at Knights Hall and all Council Events.
    • 1 ticket for $5.00
    • 3 tickets for $10.00
    • 7 tickets for $20.00
  • Free Entry: No purchase or contribution is necessary to participate. To enter without payment, request a free entry form either:
    • in person at Knights Hall, 512 Substation Rd, Venice, FL 34285 on Sunday from 11:00am-1:00pm or at all Council events, or
    • mail a self-addressed, stamped envelope to Council 7052 at the above address with “Queen of Hearts Free Entry” written on the envelope. Limit one free entry per person per week. Free entries have the same chance of winning as purchased entries.
  • Filling out Tickets: 
    • Fill out the ticket with your LEGIBLE legal first and last name, phone number, and card/window number that you are choosing.
    • There can be only one name per ticket.
    • If the name on the ticket is not legible, the ticket will be considered void and another ticket will be drawn.
    • If you do not choose a card/window number, a council member present will make the selection for you.
    • Tickets are locked in the raffle barrel until the time of the drawing.
2. Drawings
  • When & Where: Drawings are held every third Sunday at Knights Hall, 512 Substation Road, Venice FL 34285, immediately before bingo, except on the two Sundays when bingo is not offered: the Sunday between Christmas and New Years, and Easter Sunday.
  • How The Drawing Works: We pick one ticket at random from all entries. The lucky person chooses a card from a 54-card board (with 1 Queen of Hearts and 2 jokers), all displayed face down. Once chosen, the card stays face up on the board.
  • After the drawing, all other tickets are discarded. A new ticket is necessary to play again.
3. Winning the Raffle
  • Jackpot accumulation: funds from ticket purchases fund the jackpot, which continues to grow over time until the Queen of Hearts is drawn (see below.)  
  • Regular Card: $50.00 is paid out of the jackpot when any regular card (not Queen or Joker) is turned over. 
  • Joker Card: $150.00 is paid out of the jackpot when a Joker Card is turned over. 
  • All picked cards stay face up for the remainder of the game.
  • Fifty percent (50%) of the remaining weekly pot is added to the jackpot for the next drawing. The remainder goes to support Council 7052 activities.
  • Queen of Hearts Card: ends the game and wins 50% of the jackpot.  The remainder goes to support Council 7052 activities.
4. Additional Rules
  • No Minimum Participation: The raffle is not conditioned on a minimum number of tickets sold or contributions received.
  • Fair Selection: All entries (purchased and free) are pooled for random selection. No discrimination occurs between paying and non-paying entrants.
  • No Cancellation: The raffle will not be canceled, and all prizes will be awarded as stated.
  • Prohibited Actions: Predetermining winners, rigging selections, or providing false advertising is strictly prohibited and violates Florida law.
  • Compliance: The raffle complies with Fla. Stat. § 849.0935 and Chapter 496, F.S.. For raffles with prizes over $5,000, the council will file with the Florida Department of Agriculture and Consumer Services at least 7 days prior and maintain a trust account or surety bond as required.
5. Contact and Dispute Resolution
  • Questions, free entry requests, or problems should be reported to our Raffle Chairman:  at Council 7052, 512 Substation Rd, Venice, FL 34285.
  • Disputes will be resolved by the Knights of Columbus Council 7052 in accordance with Florida law.
  • Disclaimer: Participation constitutes agreement to these rules. The Knights of Columbus Fr John J Walsh Council 7052 reserves the right to verify eligibility and compliance. Void where prohibited.
